“Portugal’s Water Strategy: Ensuring Sustainability Amidst Climate Challenges”

Government Initiatives and Strategic Planning to Safeguard Water Resources

On the occasion of World Day to Combat Desertification and Drought, Portugal’s government has announced the formation of a task force that will define the action plan for the “Water that Unites” strategy by year-end. This multilateral initiative aims to ensure water availability for essential uses while promoting environmental and social sustainability. Led by António Carmona Rodrigues, president of Águas de Portugal Group, the task force will integrate efforts across the Ministries of Environment, Energy, Agriculture, and Fisheries.

The “Water that Unites” strategy underscores Portugal’s commitment to sustainable water management in response to climate change challenges. Recently outlined by the Prime Minister after a ministerial meeting on drought, this national strategy aims to secure water resources for current and future generations.

Moving forward, the government will establish a task force guided by a comprehensive vision to finalize the initiative by 2024. This will establish a strategic framework for developing solutions and potential public financing sources. Key components include the National Water Plan, led by the Portuguese Environment Agency (APA), covering the 2025-2035 period, and the creation of a network for efficient water storage and distribution for agriculture, known as REGA.

In addition to António Carmona Rodrigues, the task force will include APA’s Board Member overseeing water, the Director-General of Agriculture and Rural Development, and the President of EDIA – Alqueva Development and Infrastructure Company.

Minister of Environment and Energy, Maria da Graça Carvalho, emphasized that this strategy will enhance territorial cohesion through integrated water management, ensuring Portugal’s readiness against climate change impacts.

Minister of Agriculture and Fisheries, José Manuel Fernandes, stressed the urgency of investments in efficient water infrastructure for agriculture, aiming to build an interconnected and efficient water network.
