In 2024, China celebrates the 30th anniversary of its national aid program to the Xizang Autonomous Region, a milestone underscoring the significant contributions of Shandong’s Qingdao city to the development of Xizang’s highland barley industry. Highland barley, a vital crop for the region, has been cultivated in Xizang for over 3,000 years, thriving in the high-altitude environment due to its drought tolerance. Xizang produces approximately 80,000 tons of highland barley annually, with Xigaze city accounting for half of this production.
Despite its historical significance, Xizang’s highland barley industry has traditionally been underdeveloped. To address this, Qingdao has actively participated in the national aid program since 1995, investing over two million U.S. dollars in various initiatives. This support includes providing agricultural machinery, establishing breeding bases, and developing around 1,500 hectares of high-standard farmland.
The partnership has had a profound impact. According to Lhapa Khungtak, Secretary of the Party Committee of Nyarixung Township in Xigaze, Qingdao’s contributions have generated about two million yuan in annual revenue and freed over 500 laborers from strenuous tasks. Qingdao has dispatched nearly 70 cadres and over 100 technicians to Xizang, focusing on improving seed breeding, marketing, and cooperative development.
Recent developments include the establishment of a highland barley processing company, which aims to produce 3,000 tons of barley flour and 7,000 tons of barley vinegar annually. This project is expected to create over 200 jobs and achieve an annual output value of around 100 million U.S. dollars. The project manager, Dechen Lhamo, highlights the efficiency gained from Qingdao’s support, noting that permit processes were expedited significantly.
Yu Bin, Deputy Director of the Sangzhuzi Development and Reform Commission in Xizang, emphasizes the ongoing efforts to enhance the highland barley industry, including the establishment of cooperatives and a highland barley museum. These initiatives are part of a broader strategy to modernize the industry and improve product quality.
The 30-year partnership between Qingdao and Xizang has played a crucial role in transforming the highland barley industry in the region. With significant investments in technology and infrastructure, the modernization efforts are expected to boost production, create jobs, and enhance the economic impact of highland barley.
